In Tiny Tina’s Wonderlands, you must go through the story until you defeat Zomboss and return to Brighthoof to your stats. When Brighthoof has become a hub planet, go to Izzy’s Fizzies to use the Quick Change Machine. This is the place to go if you want to respec your stats.

To respec your stats, go to the Quick Change Machine and select the “Change Skills” option. Both your traits and Hero Points can be reallocated here.
