Crisis Core: Wutai Spy Locations
The search for the Wutai Spies will begin once you have a conversation with the Second Class SOLDIER on LOVELESS Avenue. Sadly, the map doesn’t say where each spy is located specifically, thus the player must use their own judgement to find them all. The player must interact with a suspect three times in order to reveal the Wutai Spies. Simply speaking to them once won’t reveal their identity.
Wutai’s First Spy
A brown-haired man with a short-sleeved jacket will be standing along the western side of LOVELESS Avenue, where Zack can find him. This person will panic when approached, which raises suspicions that he is not who he claims to be. He won’t show himself till you interact with him three times. Following that, Zack will instructed by the Second Class SOLDIER to look for a Wutai Spy posing as a Shinra Trooper.
Wutai’s Second Spy
Zack must go to the Sector 5 Slums – Market where he will find a Shinra Trooper walking aimlessly in order to find the second Wutai Spy. Three interactions with him will make him abandon his charade and admit that he is a Wutai spy. Shortly after Zack corners the spy, the Second Class SOLDIER shows up and gives a pointer to where the next Wutai Spy might discovered.

Third Wutai Sniper
The third Wutai Spy can be a little tricky to find, but if the player is persistent. He will eventually turn up. Zack needs to go into Shinra Headquarters, go up the escalator to the second floor. And then go up to the elevator by the back wall to find him. If the Shinra employee doesn’t show up right away, Zack should wait a moment before coming back. Three interactions with him will reveal him to be a Wutai spy undercover.
Wutai’s fourth spy
The fourth Wutai Spy, according to the Second Class SOLDIER. Has “an thirst for money,” which isn’t much of a description. The fourth Wutai spy, dressed as a lady, is talking to a man in the Sector 8 – Fountain region. She will identify herself as a Wutai spy after three attempts to speak with her.
Wutai’s Fifth Spy
The Fifth Wutai Spy isn’t really from Wutai, the Second Class SOLDIER tells Zack. But that doesn’t exactly assist in finding him. He can spotted in front of the statue of a rocket ship in the Shinra Headquarters Exhibit Room. Talking to him will disclose that he a Wutai spy and provide a brief glimpse into the beginnings of a character from Final Fantasy 7 that hasn’t yet seen.
Wutai’s sixth spy
According to the Second Class SOLDIER. Zack is the target of a major vendetta by the sixth and final Wutai Spy. This advise isn’t really helpful because Zack has probably made a lot of enemies throughout his career. Zack must travel to the Sector 6 Slums – Park where he will encounter three kids in order to locate this improbable Wutai Spy. The sixth Wutai Spy is the little boy with the hat, but Zack won’t know this until after three interactions with him.
The Second Class SOLDIER will then show up and express his gratitude to Zack for his assistance before presenting him with a piece of walnut wood. Which required to make Aerith’s Cute Flower Wagon. The Wutai Spy quest will come to an end after the cutscene.
