Players must first take a carriage to Skyrim’s oldest city, then locate someone to ferry them over the sea to Raven Rock.
Solstheim, Morrowind, and Miraak

The Greybeards summon players to High Hrothgar after they vanquish the dragon at the watchtower at Whiterun. Continue on with the main questline until you’ve obtained “The Horn Of Jurgen Windcaller” following your first visit to the Greybeards. After then, Cultists may arrive and confront the Dragonborn in any location in Skyrim at any time. If you wish to skip straight to Raven Rock and the Dragonborn DLC, they’ll emerge in Whiterun. The Cultists should leave a message, which will start Dragonborn’s first quest.
After that, travel to Windhelm (using a carriage equipped with Survival Mode) and proceed to the docks.
