During the day, the Headless Horseman can be found in Hamvir’s Rest, a Nordic tomb on Whiterun’s northern border. There’s a chance that if a player fast travels to this place, he’ll arrive standing just outside the above-ground entrance. The Headless Horseman can technically spawn on any road in Skyrim at night. And make his way to Hamvir’s Rest, making encounters rare.

Don’t go seeking for this ghost before 10 p.m. or after 6 a.m. If you want to have the highest chance of seeing it at night. Keep to the main roadways and increase your “actor” view distance. If the Headless Horseman spawns, you will be able to see him from a greater distance than usual. Riding a mount is a good idea.
