You must travel to Veilstone City in order to change your clothes. It is located on the right side of the map when you open it. To get there, you’ll have to advance through the storey, but you’ll get there eventually.
When you arrive, go to the town’s Style Shop and speak with the lady behind the counter. You can modify your style or buy new clothes from her. You can modify your style by putting on a new costume and using your DLC item there. You can also purchase additional clothing from this location, however many of them are quite costly. Personally, I recommend saving your money so you can stockpile repels for later in the game.
