Even if players have a Water-type on their current team, approaching the water has no effect. This is due to the fact that Pokemon trainers must first obtain the Hidden Machine known as Surf. Previously, players had to teach one of their Pokemon to Surf in order to travel across water, but this is no longer the case in Brilliant Diamond and Shining Pearl.
To use Surf outside of battle via the Poketch HM application, Pokemon players must have defeated Fantina, the fifth Gym Leader of the Sinnoh region, from the Helix.

In the middle of the game, there will be an unmissable Pokemon Diamond and Shining Pearl story-related moment that will reunite players with Cynthia, the Elite Four champion. She will request that players pay a visit to her grandmother in Celestic Town. The older woman will be near the town’s Pokemon Center, but first players must defeat the Galactic Grunt in front of the cave in the middle of town. She will give players the Surf HM if they defeat her.
Surfing Instructions
To use Surf, players must face the water and press the A button. This will place them on top of a Bibarel, allowing them to move freely through the water. Wild Pokemon will still appear in the tall grass, and players can surf with their fishing rod, which can help them find some rare Water-type Pokemon from the Sinnoh region.
There are numerous locations in Brilliant Diamond and Shining Pearl’s early towns and cities that players should revisit in order to explore any sections closed off by bodies of water that can be surfed on.
