A narrative mission is the first way to obtain the jetpack in Grand Theft Auto: San Andreas. In the mission “Black Project,” protagonist CJ meets The Truth, a conspiracy theorist and Willie Nelson impersonator who informs CJ about a covert government project that he says is taking place nearby.

This occurs in the middle of the extended storey of Grand Theft Auto: San Andreas. The secret project is in Area 69, and CJ discovers that it is an experimental jetpack as he infiltrates the base. He flies it back to The Truth after escaping from the base.

The Truth calls him again later, triggering the task “Green Goo.” In this task, CJ uses his jetpack to attack a heavily guarded train in order to steal its cargo: a container of weird green gunk. The jetpack is now available at the Verdant Meadows Airfield after completing the assignment.
