Skill Points are earned while completing various activities with a specific vehicle. To get Skill Points, you must, of course, drive. Skill Points, on the other hand, are granted for important in-game achievements. Keep in mind that if you are hampered in any way, your Skill Point chains will be invalid. If you smash into a structure while racking up points, for example, the chain will be broken and you will be left with zero points.
