These bird monuments, like the fox statues on Narukami Island, require a gadget to interact with.
You must complete “A Particularly Particular Author” to obtain the Peculiar Pinion.

You can equip the Peculiar Pinion as a gadget and use it whenever you’re near a bird statue once you’ve obtained it. Something should materialise if it works: symbols on stones, an Electrogana, or maybe a cube mechanism. If the bird statue is only for decoration, the game will inform you that there is nothing nearby for the pinion to interact with.
You can also use the Peculiar Pinion on walls with bird etchings. There are a lot of these amid the ruins beneath Shirikoro Peak.
