You will have to buy the formulas from your Fisheries Association to get more Fish Bait in Genshin Impact. Fisherman from Mondstadt Nantuck sells Redrot Bait, False Worm Bait and Fake Fly Bait for three formulas. Three Medaka fish are required to purchase every formula. When you complete Nantuck’s Explosive Population Fishing Quest you automatically receive the Fruit Paste Bait Formula.

You can learn it as you would other recipe once you receive the formula. Open your bag, browse to your Records, and learn the formula. Go to any alchemy station in any major town such as Mondstadt and make it there to make Fish Bait in Genshin Impact.
